Mr. Win Griffiths

To ask the Secretary of State for Defence if he will list(a) what savings and (b) what costs will flow from moving the Royal Air Force driving school from Saint Athan to Leconfield; and when he expects the cost of the move to be paid back by the savings made. [10028]

Mr. Soames

The investment appraisal carried out as part of the study into the future of the tri-service driver training indicates that moving the RAF driving school from RAF St. Athan to.Leconfield will:

  1. (a) Provide savings of £47.222 million at net present value—over 25 years. This saving takes into account the additional costs,
  2. (b) require additional costs of £10.616 million over 25 years,

The additional costs will be paid back by the fourth year following implementation—currently FY200/01.

Mr. Griffiths

To ask the Secretary of State for Defence what were the qualifications of the management accountants who visited the three sites affected by the proposal to amalgamate the armed services driving schools; and whom they interviewed at each site. [10027]

Mr. Soames

The investment appraisal into the future location of driver training was produced by a member of management accountancy services (Army), the MOD's own internal management accountancy service. All members of the service are qualified management accountants.

The management accountant and other members of the study team interviewed a number of civilian and military personnel at each of the sites visited. Information was also obtained by telephone, by facsimile and by letter. The management accountant and the study team also visited policy and finance staffs in the services.
