Letter from Lawrie Haynes to Mr. Michael Jopling, dated 22 January 1996: The Secretary of State for Transport has asked me to reply to your recent question about the High and Low Newton improvements on the A590 in Cumbria. You will have seen from the Secretary of State's announcement on the Road Programme on 28 November that this scheme has been included in the main programme but against a background of continued pressure on public spending, I am unable to give you a firm start date. All I can say is that it will be brought forward as quickly as resources and statutory procedures allow. To date preparation costs total £889,400 in addition to lands costs of £230,000.
