§ Mr. WaldegraveWe have sharply reduced civil service running costs. We have undertaken fundamental expenditure reviews and senior management reviews of nearly all major Departments. All Departments are required to produce annual plans to show how they will improve efficiency by market testing, contracting out and other means and all next steps agencies are set specific efficiency targets.
