The CAP budget situation forms part of the Council's current considerations of the 1996–97 price fixing proposals.

To ask the Minister of Agriculture, Fisheries and Food what progress is being made on making the operation of the common agricultural policy more effective and more efficient. [16111]

The European Commission has now accepted our view that the CAP must change. But neither it nor the majority of member states are yet convinced of the need for the fundamental reform for which we are pressing.
