To ask the Secretary of State for Scotland what tests are applied to business plans submitted to him or his agencies by private companies or others requesting grants or other public money to establish whether such support represents value for money. [16271]

The appraisal process for any application for grant or other public funds will depend on the particular programme or scheme under which such an application is made. The tests applied will vary according to the purpose of the programme or scheme concerned, but value for money will normally be a key criterion.
