§ Sir John WheelerThe report of the international body was published on 24 January and since that date—up to 13 February—there has been one death in Northern Ireland resulting from terrorist activity. During this period there have also been 17 casualties resulting from so-called punishment attacks. Of these, nine have been attributed to loyalist and eight to republican groups.
