§ Mr. Kenneth Clarke[holding answer 12 February 1996]: As a former colleague, Lord Howe has had informal contact from time to time on these matters with the Treasury at ministerial level.
My officials have had no such contact with Lord Howe on departmental business nor, so far as I am aware, on an informal basis.
