To ask the Secretary of State for Scotland how many prisoners were waiting for a place on the Edinburgh and Glenochil drug reduction programmes on(a) 1 February 1995 and (b) 1 February 1996. [14589]

[holding answer 12 February 1996]: The subject of the question relates to matters undertaken by the Scottish Prison Service. I have asked its chief executive, Mr. E. W. Frizzell, to arrange for a reply to be given.

Frizzell to Mr. James Wallace, dated 13 February 1996: Lord James Douglas-Hamilton has asked me to reply to your question about the number of prisoners waiting for a place on the Edinburgh and Glenochil drug reduction programmes on (a) 1 February 1995 and (b) 1 February 1996. As far as HMP Edinburgh is concerned there were no waiting lists in 1995 and 1996 and prisoners' needs are met by programmes provided by the prison authorities and/or community based agencies. Glenochil have adopted a multi-disciplinary approach and have been evolving and developing phased addiction programmes over the past 2 years which cover both drugs and alcohol. Prisoners receive both group and one-to-one counselling. There is no waiting list as such but currently 71 prisoners are awaiting completion of their programme.
