Lord James Douglas-Hamilton has asked me to reply to your question about the number of prisoners waiting for a place on the Edinburgh and Glenochil drug reduction programmes on (a) 1 February 1995 and (b) 1 February 1996.As far as HMP Edinburgh is concerned there were no waiting lists in 1995 and 1996 and prisoners' needs are met by programmes provided by the prison authorities and/or community based agencies.Glenochil have adopted a multi-disciplinary approach and have been evolving and developing phased addiction programmes over the past 2 years which cover both drugs and alcohol. Prisoners receive both group and one-to-one counselling. There is no waiting list as such but currently 71 prisoners are awaiting completion of their programme.
