Provision for reorganisation costs is separate from, and additional to, the revenue settlement. For 1995–96 the Welsh Office has issued supplementary credit approvals—SCAs—of £23.1 million to county and district authorities and unitary authorities and is paying special grant of £17.6 million to the new unitary authorities to cover their running costs. For 1996–97 a further £40.0 million in SCAs is being provided to the new authorities and £2 million in special grant to meet the balance of 1995–96 running costs.
The distribution of special grant resources is given in the following table. The distribution of SCAs for 1996–97 will not be known until later in the year.
