To ask the Secretary of State for Scotland if he will introduce legislation to establish a presumption in the law on registration of day care and other provision for young children that registration should be granted unless there is some good reason not to. [12434]

A local authority may refuse to register providers of day care for children under eight except only on the specific grounds set out in section 71 of the Children Act 1989.
