Mr. Tipping

To ask the Secretary of State for Defence (1) which establishments his Department plans to be covered by the area policing team based at Chilwell/Chetwynd barracks; [9692]

(2) what are the proposed authorised complements for his Department's area policing teams at (a) Dishforth, (b) Donnington and (c) Chilwell; [9696]

(3) when the area policing team complements at (a) Dishforth, (b) Donnington and (c) Chilwell will be introduced; [9697]

(4) what assessment he has made of the benefits of retaining an on-site Ministry of Defence Police presence at base ordnance depot Donnington and Chilwell/Chetwynd barracks until the area policing teams are fully established. [9698]

Letter from W. E. E. Boreham to Mr. Paddy Tipping, dated 18 December 1996: I am replying to your Questions to the Secretary of State for Defence about the Area Policing Teams of the Ministry of Defence as these matters fall within my area of responsibility as Chief Executive/Chief Constable of the Ministry of Defence Police. You asked when the APT complements for Dishforth, Donnington and Chilwell will be introduced. It is planned to introduce Area Policing Teams at Donnington and Chilwell in April 1997, and at Dishforth on a date in 1997 yet to be determined. You asked what assessment had been made of the benefits of retaining an on-site presence at BOD Donnington and Chetwynd Barracks until APTs are fully established. The requirement for Ministry of Defence Police is made by discussion between the Establishment, the budget holder and the Chief Constable, taking into account the views of specialist complementing teams. This procedure has been undertaken for BOD Donnington and Childwell/Chetwynd Barracks, amongst others, and considered the best and most economical means of meeting those requirements without lowering in any way the necessary security standards. You asked which establishments are to be covered by the APT to be based at Chilwell/Chetwynd Barracks. The Area Policing Team based there will cover those Ministry of Defence establishments within reasonable range of their base, and give assistance according to the assessed priorities on the calls on their time. You wished to know the authorised complements for the APTs proposed for Dishforth, Donnington and Chilwell. The APT complements at Donnington and Chilwell will each be II officers; and in addition 8 MDP officers will be retained at Donnington for policing duties. No decisions have yet been taken on Dishforth.

To ask the Secretary of State for Defence (1) from which budget holders the funding for(a) the Ministry of Defence Police area policing teams at Chilwell/Chetwynd barracks and (b) the Military Provost guard service at Chilwell/Chetwynd barracks will be provided in 1997–98; [9691]

(2) what consent has been (i) sought and (ii) received from the chief constable of Nottinghamshire constabulary in respect of (a) armed and (b) unarmed off-base patrols by the Military Provost guard service at Chilwell/Chetwynd barracks; [9694]

(3) what anti-terrorist patrols will be included in the off-base activities of the Military Provost guard service at Chilwell/Chetwynd barracks. [9695]
