To ask the Secretary of State for Social Security if he will reconsider his decision to remove the qualification which currently entitles those on severe disablement allowance to retain their benefit without further medical assessment; and if he will make a statement in respect of future qualifications. We propose to change the severe disablement allowance regulations to simplify the medical test arrangements by passporting those who satisfy the SDA 80 per cent. disablement test through the all-work test; and target resources on the severely disabled by limiting the criteria which passport people through the SDA 80 per cent. disablement test to those which are adequate measures of 80 per cent. disability.

These proposals were the subject of a recent Social Security Advisory Committee consultation exercise. I will provide a statement to Parliament in response to the forthcoming SSAC report in due course.
