§ Mr. ClappisonThe Department of the Environment has today published "Byelaw Powers for the Coast: A Discussion Paper". The paper sets out the main issues regarding current scope and use of the relevant powers in England, ways in which present arrangements might be improved and updated, and the relationship with broader management aims and initiatives. Copies have been placed in the Libraries of the House, and the paper will be widely distributed.
