§ Baroness Chalker of WallaseyODA has considered this report and believes the conclusions are sound—a number of them reflecting issues recognised by the Commission, and on which we regularly work with the Commission to improve. The report's observations on the need for a "single semi-autonomous European Development Agency" are interesting, and worthy of closer examination.
