To ask the Secretary of State for Transport, pursuant to his answer to the hon. Member for Rugby and Kenilworth (Mr. Pawsey) of 18 November,Official Report, column 410, on cleaning motorways, how many people are employed by the Highways Agency to inspect the state of cleanliness of motorways. I have asked the chief executive of the Highways Agency to write to the hon. Member.

Letter from Lawrie Haynes to Mr. Harry Barnes, dated 9 December 1996: The Secretary of State for Transport has asked me to reply to your recent Parliamentary Question asking how many people are employed by the Highways Agency to inspect the state of cleanliness of motorways. The Highways Agency does not directly employ any staff to carry out this function. Management of motorway cleaning is delegated to Maintaining Agents, most of whom are local highway authorities. These Maintaining Agents employ sufficient staff to ensure that the Highways Agency's requirements, set out in its Code of Practice for Routine Maintenance, are met.
