To ask the Prime Minister who is responsible for Government scrutiny of laws initiated by(a) the European Commission and (b) the European Council of Ministers, which do not require United Kingdom parliamentary approval before their implementation.[5770]

The Prime Minister

All proposed Community legislation submitted by the European Commission to the Council of Ministers is subject to parliamentary scrutiny before its adoption. Where the Council, in such legislation, delegates powers to the European Commission to make detailed implementing legislation, within a prescribed committee procedure, it is the responsibility of the relevant Government Department to ensure that the implications of draft Commission implementing legislation are fully assessed and taken into account in the negotiations in committee.
