In the summer term 1996 some 3,660 four-year-olds attended private and voluntary providers in Norfolk under phase 1 of the nursery education voucher scheme. Further 611W details are given in chapter 6 of the Department's report on phase 1 published on 13 November. Copies are in the Library.
