In what circumstances the release on licence of prisoners serving life sentences would be made known to the public.

It is not the practice of the Secretary of State to make public the names or whereabouts of life sentenced prisoners released on licence. However, the release arrangements for these prisoners provide for victims, or the families of victims, to be informed whenever the prisoner's release on licence is in prospect. The police for the area in which the prisoner is to be released are also informed.
