Her Majesty's inspectorate of constabulary has existed since 1856 and is the means by which my right hon. and learned Friend monitors the efficiency and effectiveness of police forces. The budget for 1996–97 will, as have previous budgets, enable Her Majesty's inspectorate to 169W inspect police forces, monitor key police initiatives, advise on policing policy and promote good policing practices.
