To ask the Secretary of State for Social Security by what date his Department will make available(a) to employers and (b) to occupation pension scheme administrators, definite details of the Contributions Agency's NIRS 2–national insurance recording system-information system. [23158]

The administration of the Contributions Agency is a matter for Mrs. Faith Boardman, the chief executive. She will write to the hon. Member.

Letter from George Bertram to Mr. John Denham, dated 4 April 1996: As the Chief Executive of the Contributions Agency is away from the office on annual leave, I have responsibility for answering questions about operational matters relating to the Agency and the National Insurance (NI) scheme in her absence. I have been asked to reply to your question regarding the availability of details of the Agency's NIRS2 Information system to employers and occupational pension scheme administrators. The NIRS2 information system will replace the current National Insurance Recording System (NIBS) and will be designed to ensure that current burdens on employers and Occupational Pensions Schemes are decreased. The first details of the new system will appear in the information pack issued to Employers starting in February 1997. Details of the contracted our arrangements from 6 April 1997 will be issued in draft shortly, with final guidance to be issued to Occupational Pension Schemes in the Autumn.
