To ask the Secretary of State for Transport if he will list those substances in respect of which, when spilled at sea, compensation for damage can be claimed from the international oil pollution compensation fund. [25328]

Mr. Norris

Under the terms of the Merchant Shipping Act 1995, compensation is available from the international oil pollution compensation fund for pollution damage caused as a result of spills of "persistent hydrocarbon mineral oil" when carried as cargo at sea, or spills of bunker oil from laden tankers. A comprehensive list of substances which fall within this definition is not readily available, but it does include orimulsion.
