HC Deb 16 April 1996 vol 275 c451W
Mr. Malcolm Bruce

To ask the Secretary of State for Scotland what is his estimate of departmental expenditure on administration for(a) 1979–80, (b) 1989–90, (c) 1991–92, (d) 1993–94, (e) 1994–95, (j) 1995–96 and (g) 1996–97. [11409]

Mr. Michael Forsyth

[holding answer 30 January 1996]Gross running costs for the Scottish Office, excluding the Scottish Prison Service, are as follows:

£ million
Year Cash Real terms
1996–97 184.0 184.0
1995–96 189.2 194.4
1994–95 185.9 196.3
1993–94 188.4 202.6
1991–92 175.1 201.7
1989–90 142.0 187.7
1979–80 58.0 153.0

With the exception of those for 1979–80 and 1989–90, the cash figures above are shown in appendix 3 of the 1996 departmental report for my departments (Cm 3214). The figures for 1979–80 are not strictly comparable with those for later years owing to the introduction of superannuation charges of approximately 13 per cent. which have been taken into account from 1989–90 onwards, the introduction of charges for the occupation of Government offices in 1983–84—which now amount to some £25 million per annum—and various shifts of responsibility from UK Departments to the Scottish Office. The total effect of these changes has been to increase the figures over the period by an amount estimated in 1996–97 to be approximately £40 million per annum.
