§ Mr. Moss"Making Belfast Work" is an interdepartmental programme focusing on the most disadvantaged areas of Belfast. "Making Belfast Work" does not have a board but its strategy is set by the Belfast special action group which comprises senior civil servants from Government Departments and is chaired by Sir David Fell, head of the Northern Ireland civil service.
