§ Mr. BellinghamTo ask the Secretary of State for the Environment what exemptions from the requirements of compulsory competitive tendering will be granted to local authorities affected by structure and boundary changes which have been announced but not yet confirmed by orders following the district structure reviews. [25125]
§ Sir Paul BeresfordWe intend that the exemptions already granted to authorities affected by structure and boundary changes which have been announced but not yet confirmed by orders following the county structure review will be extended to those similarly affected by the outcome of the district reviews. This means that, for existing blue collar services, the requirements of CCT will be suspended from the date of the order until 18 months after the reorganisation date-or up to 24 months in the case of housing management.
So far as white collar CCT services are concerned, an implementation timetable is already specified for authorities being reorganised, but no timetable is laid down for authorities that might be reorganised from 1 April 1998. Local authorities reorganised from 1 April 1998 will be allowed the same periods for implementation of white collar CCT as those already laid down for authorities being reorganised from earlier specified dates.
