To ask the Secretary of State for Education and Employment if she will list all 11-to-16 schools in Birmingham that have franchise agreements with sixth form and further education colleges enabling them to open sixth forms. [23451]

I understand that the following 11-to-16 schools have franchising arrangements with institutions in the Further Education Funding Council sector: Selly Park girls' school, Holy Trinity Roman Catholic school, Holyhead school, Aston Manor school, Park View school, and Holte school. For an 11-to-16 school, the establishment of a sixth form would constitute a significant change in the character of the school, which would require the publication of proposals under sections 12 or 13 of the Education Act 1980, or section 96 or 97 of the Education Act 1993, as appropriate.
