To ask the Secretary of State for Social Security how many people who have applied for incapacity benefit but failed the all work test were formerly receiving invalidity benefit. [23729]

Up to the end of November 1995, approximately 34,0001 former recipients of invalidity benefit had been found capable of work following the all work test of incapacity.

Mr. Burt

The introduction of incapacity benefit was a major undertaking. In the light of practical experience so far, we are looking at ways of improving the administration of the benefit. Any changes will be tested and evaluated before they are adopted nationally. Three projects to test variations in detailed administrative procedures have been established based in Glasgow, Leeds and the south-east of England, to take this work forward.
