§ Mrs. Virginia BottomleyThe Broadcasting Bill creates the conditions for maximising viewers' access to digital terrestrial television. Multiplex licences will be awarded to those applicants whose proposals are best calculated to promote the development of digital terrestrial broadcasting. Two of the most important criteria will be applicants' plans for maximising coverage and for encouraging the take-up of digital receivers.
