Mr. McMaster

To ask the Secretary of State for Scotland what plans he has to extend cost centre accounting in the operation of the new unitary authorities, and if he will make a statement. [39198]

Mr. Kynoch

As originally announced in 1992, authorities will be required to set up an internal accounting framework for the professional support services that are to be subject to compulsory competitive tendering: construction and property services, information technology, personnel, legal and finance. The framework will show the full cost of providing these services and will also require authorities to allocate these support costs to front-line services, such as housing, planning, education etcetera, to enable front-line managers to monitor their expenditure in these areas.

To ask the Secretary of State for Scotland if he will publish a table showing the(a) committee and (b) management structure of each new unitary authority and the existing island councils. [39162]

An interim report, as of September 1995, has been prepared by the Convention of Scottish Local Authorities. A copy has been placed in the Library.
