§ Mr. KynochAs originally announced in 1992, authorities will be required to set up an internal accounting framework for the professional support services that are to be subject to compulsory competitive tendering: construction and property services, information technology, personnel, legal and finance. The framework will show the full cost of providing these services and will also require authorities to allocate these support costs to front-line services, such as housing, planning, education etcetera, to enable front-line managers to monitor their expenditure in these areas.
