To ask the Secretary of State for the Environment what new proposals he has to increase the volume of cargo transport by canals. [39661]

[holding answer 26 October 1995]: The Government continue to encourage the maximum use of inland waterways for freight transport where this is a practical and economic option. However, freight hauliers must have the freedom to choose the mode of transport that best suits their needs. We draw attention, where appropriate, to the potential of water for the carriage of freight, and to the Government grants that are available.
