Mr. Tipping

To ask the Secretary of State for the Environment if he will set out the amount top sliced for area cost adjustment as a percentage of standard spending assessment for each financial year since 1988–89. [38917]

Sir Paul Beresford

[holding answer 26 October 1995]: The total of the area cost adjustment is not pre-determined as a top slice from the total of standard spending assessments. It is determined principally from the differentials in earning.

The contribution of the area cost adjustment factor in the standard spending assessment was given in response to my hon. Friend the Member for Congleton, (Mrs. Winterton) on 20 October 1995, Official Report, columns 383–84. Standard spending assessments were not introduced until 1990–91.
