§ Sir Patrick MayhewThe proposals in the framework document were presented as an aid to discussion and negotiation between the parties and not for implementation by the Governments. We believe that the framework documents identify the issues on which there will need to be agreement if there is to be a political settlement which is acceptable across the community in Northern Ireland.
