To ask the Secretary of State for Scotland what was the total number of cases of all forms of fraud committed by employees of his(a) Department, (b) agencies and (c) non-departmental public bodies, for each year from 1991–92 to 1994–95: and for each of these years, what was the total monetary sum (i) misappropriated in such frauds and (ii) subsequently recovered. [holding answer 24 October 1995]: The number, category and value in each of the stated years of frauds committed by employees of my Department, its associated agencies and non-departmental public bodies and reported to Treasury via the annual fraud return are as follows:

  1. (i) 1991–92: 1 Departmental fraud and 1 Agency fraud to the total value of £6,051.82 of which £5,653.84 was recovered.
  2. (ii) 1992–93: 1 fraud in a non-departmental public body, valued £255.00 non of which was recovered.
  3. (iii) 1993–94: 9 Departmental frauds and 1 Agency fraud to the total value of £11,047.40 of which £11,000 was recovered.
  4. (iv) 1994–95: 9 Departmental frauds and 1 Agency fraud amounting to £39,490.79 of which £5,550 has been recovered to date.

In addition, in 1993–94 there was one fraud in a non-departmental public body, reported to my Department. This amounted to £850.97 all of which was recovered. In 1994–95, three similar frauds amounting to £5,850.00 were reported of which £4,350.00 was recovered.
