§ Mr. KirkhopeIn the 14 months to September 1995, the National Lottery Charities Board spent £5.26 million on one-off start-up costs and on administration. This represents less than 3 per cent. of the money available to it through the national lottery distribution fund. Of this, approximately £1.4 million was spent on staff costs, £1.25 million on consulting fees and £44,000 on travel and subsistence payments to board members.
