§ Mr. SproatThe former Secretary of State issued a direction to the Millennium Commission to take into account the viability of projects and, in particular, the need for resources to be available to meet any running and maintenance costs associated with each project for a reasonable period. The costs of any project under consideration are, therefore, a matter for the Millennium Commission which is an independent body.
