Mr. Morgan

To ask the Secretary of State for Wales when he expects to receive the formal application for the transfer of the accident and emergency services from the Cardiff royal infirmary to the University Hospital of Wales at the Heath, for his determination under the statutory procedure for opposed changes; how long he expects he will take to make the determination; what provisions he is making for evaluating the alternative scheme proposed by the Cardiff community health council: and if he will make a statement. Mr. Hague

I understand that South Glamorgan health authority's proposals for the future of the Cardiff royal infirmary, together with the Cardiff Community health council's alternative proposals, will be submitted to me very shortly.

I shall of course treat the matter with the urgency it deserves. I will, however, need to consider all the issues involved very carefully, including the community health council's alternative proposals. My decision will be made on the basis of clinical safety, access and value for money.
