§ Mr. David DavisThe rules governing the entry and stay in member states of the European Union of persons from the Dutch Caribbean, Spanish Africa or French overseas department depend on the nationality held by the individual resident, not only the status of a particular territory. Nationals of the Netherlands, Spain and France, like other nationals of member states of the European economic area, which comprises the EU member states plus Iceland, Norway and Liechtenstein, are free to enter other member states to take employment, to establish themselves in self-employment or business, or to provide or receive services for payment. They are also entitled to reside in member states in a non-economic capacity, provided that they have sufficient resources to avoid becoming a burden on public funds.
