§ Mr. WattsThere are currently six measures which the Department proposes to deregulate under the Deregulation and Contracting Out Act 1994. The first five were published in 1994 in the DTI publication "Cutting Red Tape".
- 1. Approval requirement for parking equipment (Road Traffic Regulation Act 1984): Abolition of the current arrangements whereby local authorities who control parking by means of a traffic order have to use parking equipment of a type approved by the Secretary of State.
- 2. Vehicle inspection of HGVs (Road Traffic Act 1988): Allows Vehicle Inspectors more discretion about when to undertake a physical inspection of heavy goods vehicles.
- 3. Advance receipt of MOT certificates (Road Traffic Act 1988): Allows a motorist to obtain their first MOT certificate a month in advance, which will be valid for 13 months.
- 4. Driving licence renewal (Road Traffic Act 1988): To excuse drivers who held a full driving licence before 1976 (but failed to renew it), from having to retake their driving test, and to introduce greater flexibility governing the issue of British licences in exchange for those issued in other countries.
- 5. Tuition of the Theory element of the Driving Test (Road Traffic Act 1988): Allows classroom teaching of the new theory elements of the driving test, without the need for teachers to be registered driving instructors.
- 6. Tolled undertakings: To amend existing legislation for the approval of local authority and privately owned tolled undertakings.
