To ask the Secretary of State for Transport (1) what responsibilities his Department has in respect of motorway developments and the publication of them to interested parties; and if he will make a statement; [1394]

Letter from Lawrie Haynes to Mr. William O'Brien, dated 22 November 1995: As you know, the Minister for Railways and Roads, Mr. John Watts, has asked me to reply to your Parliamentary Questions asking the Secretary of State for Transport, what responsibilities his Department has in respect of motorway developments and the publication of them to interested parties; and if he will make a statement, and who is responsible for issuing statutory notices in connection with motorway changes. The main statutory procedures for the development of road schemes are set out in the Highways Act 1980. The Agency is responsible for preparing motorway schemes in accordance with scheme briefs, targets and budgets from the Secretary of State. This includes publicity for schemes at their various stages, issuing statutory notices and publishing draft orders where appropriate.
