§ Mr. NorrisIt has not been possible to bring this Act into force because the implementing regulations and related amendments to other regulations have proved more complex than was expected. I am pleased to be able to say that the difficulties have been resolved and we now intend to make the regulations to enable the Act to come into force in the first half of next year.
