Mr. Ian McCartney

To ask the Secretary of State for Education and Employment how many(a) fatal, (b) major and (c) minor accidents took place on youth training schemes in each region in (i) July to September 1993, (ii) January to March 1994, (iii) April to June 1994, (iv) July to September 1994, (v) October to December 1994, (vi) January to March 1995, (vii) April to June 1995 and (viii) July to September 1995; what were the numbers of accidents on training for work for the same periods. Table A gives the accident figures for youth training. Table B gives the accident figures for training for work in each English region for the periods stated.

Notes:

  1. (a) Department for Education and Employment figures for trainees have been complied on a similar basis to those prepared by the Health and Safety Executive for employed persons. However, the Department's figures include a number of accidents to trainees in educational establishments and road traffic accidents which would not have been reportable to the Health and Safety Executive had the individuals been employed.
  2. (b) Major injuries are classified according to the severity criteria laid down in the Reporting of Injuries Disease and Dangerous Occurrences Regulations 1985.
  3. (c) North-west region and north-west (Greater Manchester) region were restructured in the quarter ending 30 June 1994 and became north-west region and Merseyside region.
  4. (d) The accident figures for the period July to September 1995 are not yet available.

  • The number of trainees on youth programmes, excluding prototype modern apprenticeships, at the end of March 1994 and March 1995.
  • Youth programme budgets, including modern apprenticeships from 1994, for the years 1993–94, 1994–95, and 1995–96.

A comparable figure for the number of trainees on youth programmes for 1995–96 will not be available until early 1996–97.

The responsibility for TECs in Wales lies with my right hon. Friend the Secretary of State for Wales.
