To ask the Secretary of State for Transport what responsibilities, other than operational, are allocated by his Department to the Highways Agency. [42149]

In addition to being responsible for the day-to-day management and the performance of the Highways Agency, the chief executive advises my right hon. Friend the Secretary of State on operational policy affecting the agency's work and has the lead role in making recommendations to him about the future development of the network.
