To ask the Secretary of State for the Environment (1) if the EC directive on hazardous waste incineration applies in retrospect to authorisations granted before January 1997 by Her Majesty's inspectorate of pollution for the burning of liquid fuels in cement kilns; [41985]

(2) if the EC directive on hazardous waste incineration will apply to the burning of secondary liquid fuels in cement kilns. [41986]

The hazardous waste incineration directive requires transposition into UK law by the end of 1996. On the basis that secondary liquid fuels constitute waste, the relevant provisions of the directive will apply to the burning of SLF in cement kilns. Plants for which authorisations to burn SLF are granted before 1 January 1997 will be required to meet these provisions by 30 June 2000 at the latest.
