To ask the Secretary of State for Northern Ireland what consideration led to the decision not to replicate sections 1, 2, 3 and 4 of the Deregulation and Contracting Out Act 1994 in the proposed Northern Ireland Order. [41866]

This approach was not adopted because of concerns that subordinate orders, made under an Order in Council, would not be subject to formal scrutiny by Parliament— a situation substantially at odds with that in Great Britain.
