To ask the Chancellor of the Exchequer what changes are proposed to the Central Statistical Office's cash and running costs limits in 1995–96. [42193]

Mrs. Angela Knight

Subject to parliamentary approval of the necessary supplementary estimate, the cash limit for class XVII, vote 12 will be increased by £1,630,000 from £48,400,000 to £50,030,000 and the running costs limit by £14,936,000 from £46,630,000 to £61,566,000. These increases reflect:

  1. (a) The take-up of entitlement under the end-year flexibility scheme for running costs (£76,000) and capital (£854,000), as announced by the Chief Secretary to the Treasury on 13 July 1995, Official Report, columns 776–82.
  2. (b) Additional capital to meet the net additional cash requirement, for 1995–96, of the cost of the move to new premises in London, which CSO will share with OPCS (£700,000).
  3. (c) Additional running costs arising from increased sales, offset by a corresponding increase in appropriations in aid (£518,000).
  4. (d) A transfer of provision from the former Department of Employment, class V, vote 1, to CSO, in respect of the transfer of responsibility for the compilation and publication of labour market statistics (£14,342,000 running costs, £60,000 capital and £240,000 receipts).

The increases are offset by inter-departmental transfers and additional receipts or are agreed charges to the reserve and do not, therefore, add to the planned total of public expenditure.
