To ask the Secretary of State for Defence what was the administrative cost of market testing and contracting out the services provided by the military hospitals at Ruinteln and Wegberg in Germany; when these hospitals will close; how many(a) service personnel and (b) United Kingdom civilian staff will be made redundant; how many organisations made full bids to take over these services; and if the contract was awarded to the lowest bidder. I refer the hon. Member to my answers to the right hon. Member for Derby, South (Mrs. Beckett) on 16 October 1995,Official Report, columns 32–35. The total cost of mounting the project in terms of the full-time project and in-house bid teams and consultancy support is estimated at some £1,700,000. The Health Alliance submitted the lowest compliant bid to provide full primary, community and secondary health care to the Army and primary and community health care to the RAF in Germany from 1 April 1996.
