§ Mr. Douglas HoggThe answer referred to makes clear that the Agriculture Council held in Brussels on 25 September 1995 took two decisions, both by qualified majority, Portugal voting against in one instance and the United Kingdom opposing in the other. The affirmative vote by all other member states, in each case, is implicit.
