To ask the Secretary of State for Foreign and Commonwealth Affairs, pursuant to the answer to the right hon. Member for Bishop Auckland (Mr. Foster) of 30 October,Official Report, columns 10–11, if the obligation to restrict political activities also applies to governors of Crown colonies. [41280]

Most governors of our dependent territories are diplomatic service officers and are therefore subject to diplomatic service regulations which restrict political activities. Where politicians are appointed as governors, on contract, these regulations do not apply and they may make political statements in their personal capacity.
