To ask the Secretary of State for Transport what is the policy of Her Majesty's Government in respect of the Barton/Metten compromise agreed between motor cyclists' representatives and the European Parliament, at the Council of Ministers meeting in November relating to the European multi-directive COM (93) 449-COD 470 of 30 November 1993. We expect to be considering the amendments to the motor cycle multi-directive proposed by the European Parliament at the November Council of Ministers.

The Government have made clear their view that anti-tampering measures should be required only for mopeds and learner motor cycles. The Government consider that the noise and emission standards contained in the draft directive generally represent the appropriate levels for all categories of mopeds and motor cycles.
