§ Mr. BaldryThe agreement at the Fisheries Council last week was a considerable negotiating success in which our essential concerns were met. The control arrangements which will operate in western waters from 1 January 1996 are realistic and will allow effective monitoring and control with a significantly reduced burden on fishermen compared with what would have resulted from the Commission's original proposals.
