§ Mr. NorrisOn becoming a unitary authority, the city of Nottingham would become a highway and traffic authority, with direct responsibility for the local roads in its area. In exercising these and its existing responsibilities we would expect the new authority to work closely with its neighbours at the strategic level to deliver improved local transport services.
